Format decision

Do not confuse access with competence.

Flexible delivery can improve access, but the format must still support the published learning outcomes. A course involving observation, documentation or applied decision making needs evidence that the learner can use the material—not merely that a video was opened.

Where physical equipment, field work or regulated activity is involved, RSM training must be combined with employer procedures, supervision, manufacturer instruction, site safety and any required licensing.
